A commercial file licence does not cover safety compliance, which stays with the seller. The main exposure is product safety rules, not intellectual property. Etsy asks for your own original design, so a licensed file may not qualify.

These items go in babies' mouths, so layer lines, chemical limits and choking risk all apply, and US sale needs third-party testing and certification. Small-batch relief could not be confirmed from a current CPSC page, and testing costs would likely exceed any margin at these prices.
Competition
